Eurasco reviews security practices for farm fairs

Eurasco, the European Federation of Agricultural Exhibition Organisers, convened a virtual meeting to examine how major public events—particularly agricultural trade fairs—can better anticipate and mitigate the impact of potential terrorist attacks. The discussion, held on 24 September, brought together security specialists and trade show organisers representing 95% of Europe’s agricultural fair market.

While the topic is sensitive, Eurasco emphasised a measured and reassuring approach. The likelihood of a terrorist attack at an agricultural fair is considered extremely low. In fact, organisers are statistically far more likely to face medical emergencies such as cardiac arrest—estimated between 67 and 170 cases per 100 000 inhabitants annually in Europe—or technical issues than violent threats.

To deepen the discussion, two external experts: Thomas Rüsche, a German lawyer specialising in event security regulations (Kanzlei Löhr), and Bart Bruelemans, Chief Resilience Officer for the City of Antwerp shared their insights.

Their contributions underscored several core principles. First, security responsibilities must be shared: organisers manage event-specific measures such as access control, crowd flow, and internal communications, while public authorities hold primary responsibility for protecting against broad, abstract threats. Second, any security precautions must follow the principle of proportionality. They should ensure that measures are necessary and effective without creating an atmosphere of fear. Finally, risk assessments should be systematic, combining plausible scenario planning with both preventive tools (barriers, checks) and reactive coordination with police, fire, and medical services.

Beyond regulatory considerations, participants exchanged practical, agriculture-specific recommendations. Among them were using tractors or hay bales as themed barriers instead of concrete blocks; separating bag-carrying visitors from those without to reduce queue times; providing lockers at entrances; stress-testing security plans with emergency services; and monitoring traditional and social media for early warning signals.

“Our trade fairs must remain friendly and safe spaces,” said Frédéric François, Secretary General of Eurasco. “The probability of a major incident is low, but it is our responsibility to be prepared, working hand-in-hand with authorities, without generating unnecessary fear among the public.”

Through ongoing dialogue and the sharing of best practices, Eurasco aims to reinforce safety while preserving the welcoming atmosphere that defines Europe’s leading agricultural events.
